Animal Control Officer John Dunn, the SEIU steward, agreed and also asked that the council extend the adoption of the document to allow time for a thorough review.City Manager Wally Bobkiewicz noted that the rules and regulations have been the focus of change for three or four years, including a special meeting in February where the issue was discussed. Although Bobkiewicz said that staff worked diligently in a timely fashion with the union representatives, the issue could be delayed with council approval.“I’ll go along with a month” delay, said Vice Mayor Rick Cook. “It’s not your fault, it’s your reps....”The council agreed that the issue be agendized again for the May 16 meeting.The city has been in negotiations with the SEIU as well as the SPPOA; last month the SEIU voted to authorize a one-day walkout due to stalled negotiations, but all parties are still at the table.

The City Council agreed to wait on considering the adoption of new employee rules and regulations, after several union representatives told them that their attorneys had not yet reviewed the thick document.

The council agreed to the delay at the April 25 meeting.Santa Paula Police Officers Association Vice President Det. Jamey Maclellan said the union was concerned, as they had not received the thick packet of proposed changes until February. “We shared some of the topics with the negotiating team,” which felt that initial concerns should be explored further, noted Det. Maclellan.The proposed revamping of employee rules and regulations has been an ongoing issue for years, and although it must be resolved, “This is not a mere image of an old document, but a brand new document.”The document has been difficult, both to comprehend and to evaluate by the SPPOA as well as the SEIU, Det. Maclellan said. A document of “this much influence and impact” should be thoroughly reviewed by the SPPOA attorney.Under questioning by Mayor Mary Ann Krause, Det. Maclellan said that comparisons are not easily made between the existing and proposed rules and regulations.
