The City Council will have a full plate of issues to address at Monday’s meeting, starting at 5:30 p.m. with interviews for two commissions before adjourning to a closed session.

By Peggy KellySanta Paula TimesThe City Council will have a full plate of issues to address at Monday’s meeting, starting at 5:30 p.m. with interviews for two commissions before adjourning to a closed session.The regular meeting will start at 6:30 p.m. and be broadcast live on cable Channel 10.Grace Dominick and Timothy Hicks will respectively be interviewed for seats on the Commission on Aging and Mobile Home Rent Review Commission before the council moves into the closed session where they will review liability claims, anticipated litigation and initiation of same. Also to be discussed is the existing litigation with Santa Paula Memorial Hospital.SPPD Officer Rich Randolph, founder of the Cops & Jocks program who is the school resource officer, will start the open meeting with a presentation on the national association of same. The latest segment of the Santa Paula Beautiful program, an event targeting the disposal of used motor oil and latex paint and the Small Business Summit will also be explained.Items on the Consent Calendar, those issues considered routine, include contracts for Environmental Impact Reports on two projects, an asphalt concrete plant/asphalt recycling plant and a hot mix asphalt plant.
The council will receive an update on the water recycling facility – read: wastewater treatment plant – project, discuss a proposed ordinance requiring the removal of dog waste and the implementation of the city’s ambitious Visioning Plan.The council will also hear a report on changing the land-use designation for a portion of the Santa Paula Memorial Hospital property, the first step in rezoning vacant land to help pay creditors and for the county to continue its quest to reopen the hospital.Ebell Park is being proposed for a Santa Paula Rotary Club organization centennial project that includes a pergola – lattice patio – the design and plans that the council is being asked to approve without competitive bids as required by law. The Rotary Club is redoing a major portion of the park as part of the local organization’s celebration.It’s a sign of the time that the Development Code’s Sign Ordinance is being examined for update to regulate the time, place, and manner that signs are erected and constructed within city limits.Reducing the size of the Planning Commission, the seven-member panel that has trouble attracting new members, to five commissioners will also be considered by the council.The meeting will be held at City Hall Council Chambers, 970 E. Ventura Street.
