By Peggy KellySanta Paula TimesWith little discussion the City Council approved a hike in sewer and related fees at the Nov. 19 meeting.Public Works Director/City Engineer Norm Wilkinson noted that the issue has been one the council has been working on for quite a while, since June; staff recommended the fee increase in late September.Sewer charges will be increased from the present $11.35, a rate established in May 1996, in steps to $17.99 effective July 2003. The first price increase will take effect February 2002 when the monthly fee will go to $14.87; July 2002 will see the fee increased to $16.36 and top out at $17.99 in July 2003.Restaurant sewer service fees as well as those for industrial and commercial enterprises will also be increased in steps.
The proposed new sewer connection/sewer capital facilities fees will be boosted from the present $1,713 in steps to top out at $2,455 in July 2004.By law, all customers have been notified and had the right to protest the fee increase. The city has 6,117 sewer customers, according to the staff report. In all, 10 letters had been received as of the time of the public hearing Monday, said Wilkinson.“Under provisions of law it takes over 3,000 customers, a majority,” to stop the fee increase, he noted. “. . .[the letters received to date] were clearly not a majority. . .”Those who did write letters of protest noted the slumping economy and downturn in interest rates impacting many senior citizens; one letter writer stated that those who pay their own way should not be penalized for those don’t, and who should be asked to leave town.
