The May 4 meeting will start at 5:30 p.m. in the City Hall Administration Room with a closed session to discuss the evaluation of City Manager Jaime Fontes. The evaluation has been a subject addressed at several meetings since the new council majority was seated in December.
At 6:30 p.m. the council will meet in City Hall Council Chambers for the session, which will be broadcast live on Time Warner Cable Channel 10 and replayed according to schedule.
The meeting will also be live streamed on the city website and archived for viewing on demand.
There is one presentation Monday, a proclamation to recognize National Foster Care Awareness Month.
A public hearing will address the Geologic Hazard Abatement District (GHAD) special assessment of $1,414 levied against each parcel owner in the development above Santa Paula Hospital. The assessment must be renewed each year.
The council will discuss the financial resource analysis prepared by consultant Frank Catania, who has examined the city’s approximately 50 funds. A review rather than an audit, the study resulted from council requests for more information on availability of funds as well as insight into past spending.
After the report the council will address the planning session for the 2015-2016 Fiscal Year Budget; the agenda notes that council members will receive a report and related budget planning session materials.
There will also be a discussion regarding the General Plan update and request for proposal. The item carries with it the possibility of hiring a full-time associate planner for the understaffed Planning Department; there is an open, part-time assistant planner position that the council will be asked to fill with the full-time associate planner, a position that would also be expected to assist with the General Plan update.
