Her proclamation and city tile was presented by Vice Mayor Don Johnson, who noted that Sullivan had asked that the many “Whereas’” of the proclamation not be read. “Robin’s dedication over the last eight years to Santa Paula and the citizens of Santa Paula. . .we appreciate your efforts very much,” said Johnson.Neither Garfield nor Sullivan offered any comment.City Clerk Victor Salas received his proclamation and city tile from Councilwoman Laura Flores Espinosa, who noted how his efforts on behalf of the city since he was elected four years ago included being instrumental in improving City Hall Council Chambers with the research into and purchase of new sound and recording equipment as well as tables and chairs.In addition, Salas persuaded the county to open up Grace Thille School as an election polling place and reviewed precincts as needed, Espinosa noted.Salas has also served the community as a Santa Paula Union High School Board Trustee, was a City Planning Commissioner and is president of the Mexican-American Chamber of Commerce, said Espinosa. Salas gave thanks to “My helper,” Deputy City Clerk Josie Herrera.Salas’ last official function as City Clerk was swearing in the new members of the City Council, Ray Luna and John Procter, as well as City Treasurer Sandy Easley. He also was at the helm of swearing in his replacement as City Clerk, his son Steven Salas.

There were cookies and a full house for the December 4 City Council meeting held at the Community Center, where two incumbent council members and the City Clerk were bid farewell.
By Peggy KellySanta Paula TimesThere were cookies and a full house for the December 4 City Council meeting held at the Community Center, where two incumbent council members and the City Clerk were bid farewell.Special presentations were made to council members Jim Garfield and Robin Sullivan, as well as departing City Clerk Victor Salas.“Part of my pleasure in being mayor was the person who has given me some guidance,” said Mayor Rick Cook. “I want to basically say that Jim Garfield represented the entire city well, and will be duly missed by us as well as the new council members. . .Jim is a wealth of information,” and has been active with many organizations, including being president of the Heritage Valley Tourism Bureau.Cook presented Garfield with a city proclamation noting his service to the city during his four-year term, as well as the official City of Santa Paula tile that depicts the city seal, “With sincere appreciation for your years of service.”Garfield, a Realtor and owner of Cal-West Real Estate, lost his bid for reelection to a second term.Sullivan, who served two terms on the council, had opted to not try for reelection to her council seat to run for State Assembly, but was defeated by incumbent Hannah-Beth Jackson.
