By Peggy KellySanta Paula TimesServices were held Tuesday for a native Santa Paulan and longtime Southern California Edison construction coordinator who was electrocuted by a high-voltage cable May 1.Carlos “Charlie” Castro, 46, was pronounced dead just after 4 p.m. at Simi Valley Hospital, said Deputy Medical Examiner Craig Stevens.Castro, a 25-year SCE employee, was working on a high-voltage vault in Moorpark at Collins Drive and Shakespeare Place at about 3:15 p.m. when his right wrist came into contact with a 16,000-volt cable. How the accident occurred is still under investigation, as there were no witnesses and Castro was known as being highly professional and paying high attention to shock hazards; the state Occupational Safety and Health Administration (OSHA) is leading the investigation, which a spokesman said could take up to several months.
A passerby discovered Castro and performed CPR until emergency personnel arrived on scene.Castro was born in Santa Paula Oct. 26, 1955 and he attended area schools; he graduated from Santa Paula High School in 1973.The year Castro graduated from Ventura College he began his career with Southern California Edison, but early in his career he decided to continue his education. While continuing to work full-time, Castro pursued a bachelor of arts degree at Pepperdine University, and received his degree in 1977.Only when he attained his degree and his career was assured did Castro marry; he and Monique Castro, married in 1988 and started to raise their family.Castro’s fondness for all children was reflected in his activities: he taught Sunday school at St. Sebastian’s Catholic Church and was a highly respected youth basketball coach. With his own children - Ryan, 16, Chris, 10, Katie, 9 and Alex, 7 - he was active in their school and leisure activities.
