Vice Mayor Laura Flores Espinosa, also a two-term incumbent, has announced that she is running for her third term. Incumbent Councilman Rick Cook has also announced that he is running for a second term.Others in the race include first-time candidates Mary Ann Krause and Rita Graham; John Wisda is making his second bid for a council seat. The City Council is a lot of work for little pay: regularly scheduled meetings are held the first and third Monday of each month, but there have been numerous special meetings this year.Council pay is $300 a month plus almost $500 for the city’s cafeteria plan health insurance; council members can apply the payment to the city’s cafeteria plan or opt to purchase their own insurance.Another ballot measures facing Santa Paula voters on Nov. 5th is to change the city’s at-large method of electing council members to establishing five districts, each of which would elect one council member.
