Labor, Post Office, CEDC grant: Full agenda for Monday Council meeting

It will be a full agenda when the City Council meets Monday, including a discussion on the $400,000 granted to an area affordable housing developer that a majority of the Council now wants back, and more information on the accessibility issues at the Post Office.

The Council will also receive a report on creating a local hiring ordinance, an offshoot of the troubling labor issues of the new water recycling facility project.The October 20 meeting will start at 5:30 p.m. in the Council Conference Room, where they will interview Rebekah Rose Smith for the Youth Representative seat on the Recreation Commission. The Council will then go behind closed doors for a performance evaluation of City Manager Wally Bobkiewicz.At 6:30 p.m. the Council will meet again in open session. The meeting will be broadcast live on Time Warner Cable Channel 10, and replayed per schedule.Presentations will include Interim Public Works Director Jon Turner telling the Council the results of the October 18 Santa Paula Beautiful cleanup event, and a proclamation given to Planning Director Janna Minsk in recognition of Community Planning Month.
City Manager Wally Bobkiewicz said he expects a representative from Representative Elton Gallegly's office, as well as the U.S. Postal Service, to address the issue of handicapped accessibility at the South Mill Street office, where those with disabilities - including mothers pushing strollers - are now required to use an employee's entrance ramp to enter the building from the rear.The $400,000 Redevelopment Grant awarded to Cabrillo Economic Development Corporation for the Plaza Amistad project - a development subsequently rejected by a Council majority - will again be the subject of discussion. The builder filed a lawsuit against the city alleging that affordable housing laws were broken, and a final decision is still awaited from the courts. The Council has addressed the return of the grant funding in the past without taking action.The Council will also decide on a grant for a Habitat for Humanity homebuilding project and a grant for the Ebell Clubhouse/Santa Paula Theater Center to install a sprinkler system, receive the first quarterly budget report, and examine a reorganization of the finance department. Transferring CDBG funds to the Code Enforcement program and selling a sliver of surplus property will also be considered by the Council.City Hall Council Chambers are located at 970 E.
