Rancho SP: Mobile Home Rent Review to consider increase Tuesday

Residents of Rancho Santa Paula Mobile Home Park will be facing a proposed $200-plus monthly rent increase when a hearing by the Mobile Home Rent Review Commission is held Tuesday at the Community Center.

The October 21 meeting will start at 6 p.m.The owner of the park has submitted an application for a rent increase of $218.90 per month for the West Santa Maria Street park, a sought after increase almost halved by the city to $129.86.
According to Elisabeth Amador, the acting rent administrator and assistant to City Manager Wally Bobkiewicz, Rancho Santa Paula has 151 total units and is occupied by adults 55 years and older. The city's report recommends a $129.86 monthly rent increase per space based on the fair return analysis completed by the City's independent consultant."This recommendation will provide the park with a 'just and reasonable' return under the Fifth Amendment of the United States Constitution and its counterpart in the California Constitution," Amador noted in an email.In November the City Council agreed to let a moratorium on so-called condominium conversions - a move sought by Rancho Santa Paula and other mobile home residents - lapse in the wake of a state bill that was vetoed by the governor. The conversion issue centered on the owner's move to sell each space to park residents, which they feared would remove rent control provisions for those unable to purchase the land beneath their coaches.
