Residents of area mobile home parks will be watching Monday when the City Council revisits a proposed moratorium on so-called condominium conversions that could adversely affect coach owners.

The conversion issue and others will be considered during the October 1 meeting that starts at 6:30 p.m. at City Hall Council Chambers, 970 E. Ventura Street.There is no closed session preceding the Council meeting. The meeting will be televised live - and replayed per its regular schedule - on Time Warner Cable Channel 10.Presentations to and by the Council include a City Tile and proclamation for retiring Public Works/Water Enterprise Supervisor Ruben Gomez; introduction of new city employees; and an update on the October 20th Santa Paula Beautiful! clean-up event, as well as the Halloween-related plans for “City of Spooky Paula.”
The public hearing for the mobile home park condominium conversions moratorium is centered on attempts by park owners statewide - including Santa Paula - to convert parks to individual ownership of coach spaces. Such sales would remove city-mandated rent controls, a possibility not welcomed by often lower-income coach owners who have been appealing to the City Council since last year. The Council asked that an urgency ordinance for a moratorium on mobile home conversions be prepared for possible adoption.In other business, the Council will revisit what to do about the historical - and failing - street light system, and receive an oral report on the seasonal Farmers Market, which was discontinued in recent years. The Council will also receive a report on a plan to reduce homelessness in the city, and consider a request to allow a Circo Nacional De Mexico circus to be held in November at Veterans Park.Consent calendar items, those issues that usually do not warrant Council discussion, include informational updates on non-conforming residential issues and home occupation/parking requirements, and consulting services for design review of development applications. Other consent calendar items include an update on the citywide street tree program, a $124,575 expenditure for the automatic meter reading project, and a $168,000 contract for interim repairs to the city’s wastewater treatment plant.
