“With both reports, the City Council would then have sufficient information to develop and implement a police operations enhancement plan to bring to the voters in November 2004,” notes Bobkiewicz’s report.When it comes to soccer, it’s time to add a third playing field: Bobkiewicz said he is planning to discuss with the council the addition of a field as well as the ongoing maintenance challenges at the city’s two parks, Teague and Las Piedras.Both parks were reconditioned but have been unable to withstand the heavy use by the soccer players and are again in poor condition.Public Works Director Cliff Finley will discuss maintenance options.Also to be discussed are proposed locations – including the Harding Park area and the city’s old dump site near the Santa Clara River at Palm Avenue - for a new soccer field.The meeting – rescheduled for Tuesday due to the Presidents’ Day holiday – will start at 6:30 p.m. at City Hall, 970 E. Ventura St. and will be broadcast live over city government access cable Channel 10.

Police and soccer will share the agenda Tuesday when the City Council considers funding the report on contract police service costs and the city manager’s suggestion that it’s time to create a third soccer field.
By Peggy KellySanta Paula TimesPolice and soccer will share the agenda Tuesday when the City Council considers funding the report on contract police service costs and the city manager’s suggestion that it’s time to create a third soccer field.The proposed cost study for contracting police services from the Ventura County Sheriff’s Department comes on the heels of the wide-ranging management audit of the SPPD discussed by the council at the Feb. 2nd meeting.The VCSD feasibility study will cost $22,500, according to the report by City Manager Wally Bobkiewicz.On March 15th the City Council will receive a report on implementation of the 39 recommendations in the management audit conducted by Arroyo Associates, Inc. of Pasadena.Among the audits recommendations is to beef up the department by hiring seven more officers and the purchase of an array of high-tech equipment, among other needs. Adding seven more cops to the department, which has 31 sworn officers, would cost about $500,000 out of the $2.3 million the audit said is needed by the department.The information from the VCSD study would be at the level recommended by the report.
