SP Hospital: Strong performance reducing second-year startup costs

At the May 29 meeting the Board of Supervisors approved the proposed $1.61 billion total budget... the final budget will be adopted June 18.The budget proposes a $15.2 million transfer from the proposed $875 million General Fund to Ventura County Medical Center, which reopened Santa Paula Hospital in June 2006. The VCMC acquired the former Santa Paula Memorial Hospital - shuttered by bankruptcy in December 2003 - in September 2005 for $2.75 million and poured millions more into rehabilitating the worn facility and equipment replacement.
The $15.2 million proposed transfer to VCMC would make up the difference between costs and revenues at county hospitals and clinics, and includes $1.8 million for second-year startup costs at Santa Paula Hospital. That $1.8 million allocated to Santa Paula Hospital is $700,000 less than the County Health Care was expecting, County Administrator Johnny Johnson told the supervisors.Santa Paula Hospital has become a “model of quality care and access,” Supervisor Long said Thursday. “We knew there were startup costs and we planned for that,” but the hospital’s performance is better than expected. “We have the payer mix and volume we expected... the performance of Santa Paula Hospital is very strong, and the medical staff is very happy with the wide variety” of services and care levels that Santa Paula Hospital provides, said Supervisor Long.The hospital - which provides the only Emergency Room to the Santa Clara River Valley’s approximately 50,000 residents - reopened on June 24, 2005.
