Today at 5 p.m. is the deadline for submitting comments on the proposed Fagan Canyon development’s Draft Environmental Impact Report, and Dr. Dora Crouch told the City Council at the August 1 meeting that citizens must rise to the challenge of being informed and involved. Centex Homes has also released a DVD detailing traffic mitigation measures along the Ojai Road/Highway 150 corridor that is available free to the public.

“The Fagan Canyon plan that we have been discussing and reacting to is not the final plan for the area for a first draft,” noted Crouch during public comment at the August 1 council meeting. “No final plan is possible before the Environmental Impact Report is finished, reviewed, criticized, amended and perfected, that is after the 45-day review period of the Draft Environmental Impact Report.”

Centex Homes is seeking to develop the 2,200-acre canyon with 2,147 dwelling units, two elementary schools and a small 25,000 square foot retail center in the canyon that hugs the city’s northern border.

“This period of review and criticism will be followed by changes in the plan, and therefore in the map of the revised plan, becoming a new image,” said Crouch. “Persons not familiar with the usual procedure may not realize the value of this sequence, and may have become impatient with the process. It is important for you to have a say in the final outcome by submitting your suggestions for improvement, in writing, by August 5. Citizens, rise to the challenge!”

Two versions - one on CD and the other a hardcopy - of the city consultant-created DEIR have been available for sale at City Hall and for perusing at Blanchard Community Library.

A DVD produced independently by Centex Homes is also available that details the proposed traffic mitigation measures along Ojai Road/Highway 150, including traffic signal placement and road restriping and/or widening for new turn pockets. The DVD uses an actual driving tour to show the proposed mitigation measures. The DVD can be played on a DVD player or a computer, and is available free to the public. To obtain a copy of the DVD, call Centex’s Fagan Canyon office at 805-392-1000; a copy of the DVD will be mailed upon request.
