Council approves design contract
for citywide street, pipeline project

The streets will finally get some attention — at least from a project designer — after the City Council approved a $341,000 contract to come up with plans for a citywide sewer and water repair and replacement project that will also take care of some crumbling roadways.

The added bonus of the work is streets and sidewalks will be redone in areas where the work is targeted on the city’s aging infrastructure.

Mayor John Procter asked that the item be pulled from the June 1 meeting Consent Calendar agenda noting, “It’s a very large capital improvement project having to do with streets,” a major concern of residents.

John Ilasin, city capital projects engineer, told the council  the 23 streets that will see work are citywide and include “local streets and collector streets,” as well as alleys, but “no major aerial streets.” 

What the roadways targeted for work have in common is a pipeline that is close to 100 years old in some spots; the newest portions were done in the 1970s.

When he joined the city Ilasin said staff was already working on a separate pavement project that would be first, but with the need for a sewer/water system renovation it made more sense to combine street work with deeper infrastructure needs.

With the city’s knowledge of design firms the decision was made to select three to submit proposals saving staff time and city money. 

It’s going to be a big job: Ilasin said 12,900 linear feet of water mains, “The length of about 36 football fields,” and 2,400 linear feet of sewer pipelines — the length of about seven football fields — will be targeted.

Councilwoman Ginger Gherardi wanted assurances that once the work is designed it will return to the council for approval and Procter wanted to know if the job would be coordinated with other utilities.

“It’s going to be inconvenient but a real improvement,” said Procter.

Ilasin gave yes answers to both, noting the council will approve the final design and the major utilities — cable, phone, electricity and gas — are involved and will do their own improvements as needed.

The staff report notes that the design could take up to five months; construction would start in 2016.

Streets that will undergo work were listed in the report but not in order of priority: Anacapa Terrace, Blanchard, Cameron, Eighth and Fourteenth streets; Hobbs Circle, Howie Court; Main, Mill, Mill Street Alley and Mupu streets; North Alley, Pamela Lane, Pleasant Street and Rhame Terrace; Salas, Santa Barbara, Seventh streets; South Alley, Steckel Drive, Vela Court, Venus Avenue and Virginia Terrace.
