A man who lives in Kern County but travels to Oxnard for his job was arrested Tuesday on suspicion of indecent exposure after several reports that he was seen masturbating while driving on Highway 126.

According to Ventura County Sheriff’s Deputy Javier Chavez the suspect, Melecio Poncedeleon, 29, of Wasco located in the San Joaquin Valley, was arrested June 2 at about 8 a.m. in the area of Ventura and E streets in Fillmore.

Chavez said a woman driving her car eastbound on Highway 126 towards Fillmore “reported to the Fillmore Police Department that a male subject,” later Poncedeleon, “was masturbating as he intentionally drove a white Dodge Charger next to her car.”

What the woman reported to police was similar to previous incidents that occurred in Fillmore in May when two victims “reported seeing a white vehicle, matching the description of the Charger,” where a Hispanic male was masturbating as the victims walked past the vehicle.

After Tuesday’s report the white Dodge Charger was located by responding deputies in the McDonald’s parking lot in Fillmore.

And, during the contact with Poncedeleon, “a second female victim drove by McDonald’s and recognized the vehicle and Poncedeleon,” pulled over and stopped.

Chavez said the women told police “that she had been the victim of the indecent act by Poncedeleon on two previous occasions,” while she was driving in the area of Wells Road and Vineyard Avenue, in the Saticoy area.

When taken into custody, Chavez said Poncedeleon “confessed to the five reported crimes and more,” before he was transported to the Main Jail in Ventura and booked.

Fillmore Police Chief Dave Wareham noted Poncedeleon, “Admitted to doing this on more than the five occasions he’s admitted to,” and since he was commuting between Wasco and Oxnard there are more victims that he could have encountered on Highway 126.

“That’s his route of travel,” said Wareham, “and our crimes go back three months, or at least that long…”

If anyone has further information or has been victimized, they are encouraged to contact Detectives John Fox or Detective Javier Chavez at the Fillmore Police Station, 805-524-2233
