Planning Commission to consider 79-home hillside project Tuesday

The Santa Paula Planning Commission will be considering a project on the western edge of the city that would place 79 single-family homes on a steep 35-acre parcel, a proposed development that at a February hearing brought out strong critics.

The April 28 hearing will be held at City Hall Council Chambers at 6:30 p.m. The meeting will not be televised; City Hall is located at 970 E. Ventura St.

Commissioners decided in February to hold off on making a decision on the project asking for more study; in addition, two commissioners were absent from the hearing.

Speakers at the February hearing questioned impacts of the development including traffic from semi-trucks hauling 750,000 cubic yards of dirt from the project site to nearby canyons for terracing to motorists that already lose control at the dangerous intersection.

Del Investment Fund seeks to build on the parcel north of Foothill and west of Peck roads; the property is in the Adams Canyon expansion area and still must be annexed into the city. 

The project has been languishing for more than a decade due to various factors including the death of principal partner Scott Anderson and the housing crisis that triggered the severe economic downturn.

At the February meeting Commission Chairman Ike Ikerd and Commissioners John Demers and Fred Robinson said they needed more information and study before they would consider the annexation, General Plan amendment, zone change, specific plan, development agreement and tentative tract map for the hillside development.

Ultimately, the City Council will decide the issue, which will also undergo county review.
