It should be another short meeting for the City Council Monday, the last full session for a majority of the panel that come December will no longer be serving.

The only item of business on the agenda for the November 17 meeting is an update and discussion on the parking district being created in the Palm Court area adjacent to Santa Paula High School.

The November 17 meeting will start at City Hall Council Chambers at 6:30 p.m. There is no closed session.

Time Warner Cable Channel 10 will broadcast the session live and replay according to schedule; the meeting can also be streamed lived on the city website where it will be archived for viewing on demand.

The meeting will feature one presentation the Badge Pinning Ceremony of Santa Paula Fire Reserves.

The parking district issue has been a controversial one with complaints building since last year that construction at the high school made impacts already felt by nearby residents worse.

Those living in neighborhoods surrounding the high school have complained of impacts also from special events on weekends that have led to parking violations such as blocking their driveways; some said they have even found vehicles parked in their driveways and school related parking has left no room for guests.

A survey was conducted and boundaries set for several parking district areas, but in September the council decided to create a district only for Palm Court.

The school has opened up the baseball field to parking and has stated when construction is completed the parking will improve but more measures will be explored. The council still has the option to create more parking districts.

The November 17 meeting will be the last full session for Mayor Rick Cook and Councilmen Ralph Fernandez and Bob Gonzales; on December 1 three new council members will be sworn into office, Jenny Crosswhite, Ginger Gherardi and John Procter.

Cook opted not to run for a second term and Fernandez and Gonzales were defeated in their bids to be reelected for a third term.
