SPUSD board gets update on Local Control Accountability Plan

The Santa Paula Unified School District Board has heard an update to the Local Control Accountability Plan (LCAP).

As part of the Local Control Funding Formula (LCFF), school districts, county offices of education and charter schools were required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP), beginning on July 1, 2014. The LCAP is required to identify annual goals, specific actions, and measure progress for student subgroups across multiple performance indicators, including student academic achievement, school climate, student access to a broad curriculum, and parent engagement.

The district developed a list of six program goals: 

Program goal #1 - All students read at grade level by grade 3. Some of the actions to meet the goal include: Professional development for all staff. Extended library hours for homework and access to technology resources. Add reading Intervention Specialist to focus on K-3 grade level reading.

Program goal #2 -  Provide enrichment opportunities and course access. Some of the actions include: Implement a dual enrollment with Ventura College (now in place). Increase the number of electives offered at the middle school and high schools. Increase Advanced Placement course offerings by providing training, books, and resources. Provide career exploration activities led by school counselors. Increase funding support for transportation, athletics, music and chorus.

Program goal #3 - Increase parent involvement. Some of the actions include: Implement the Parent Institute for Quality Education (PIQE) program with a first year goal of 185 graduating parents (Over 200 now at SPHS and 56 at each elementary school). Provide increased opportunities for parent/guardian participation in school and district programs. Add assistant principals at the high school and Glen City School (done). Add School Resource Officers at high school and middle school. Add district Safety Coordinator (done).

Program goal #4 - Implement Common Core. Some of the actions include: Purchase instructional materials to support the common core curriculum. Upgrade infrastructure to support increased technology needs. Increase computer to student ratio. Increase technology department staffing (hired two techs). Add a technology/professional development teacher to support teaching staff (hired one).

Program goal #5 - Increase graduation rates and reduce suspensions and expulsions. Some of the actions include: Provide alternatives for suspensions and expulsions and train staff in positive behavior support and restorative justice practices. Develop a school based substance abuse intervention program for first offenders.

Program goal #6 - Create a welcoming and efficient school climate for staff, students, parents and public. Some of the actions include: Make progress towards paying competitive salaries (County average) to attract highly qualified staff. Increase custodial support at sites by 10 hours per day. Budget routine restricted maintenance at a minimum of 2.5% of expenditures for 2014-15.

Superintendent Alfonso Gamino told the board that the LCAP money they’re getting will put the district back to where they were in 2007-08. “In the next five or six years we’ll be more or less where we were back in 2007-08 when we had a lot more funding,” he said.
