“When you mention construction, you mean the infrastructure and paving the lots,” said Councilman Ray Luna. The golf course will “probably be the first that goes in,” followed by lot grading and preparation, said Lang.Councilman John Procter noted that the proposed golf course will be located at the rear of the canyon, and he asked if the villas would be located closer to the canyon entrance. The villas will be built along with the lots near and around the clubhouse near the back of the property, and Lang said the hotel would be constructed near the front of the canyon.“When people think of development” they automatically envision homes being built, but Pinnacle will not be building the houses, said Procter. Lang said Pinnacle would prepare and sell the custom home sites and establish architectural and other standards and reviews, such as for the villas, which will be on sites ranging from two to 20 acres.The campaign for the Adams Preserve included financial benefits for the city, noted Councilman Gabino Aguirre, who asked when the city might see the revenues. One the city approves the project impact fees will have to be paid, and Lang said that other issues such as property tax would also factor into revenue stream.In response to questions posed by Aguirre, Lang said that water availability is not an issue and that Pinnacle would work with the city on a program benefiting affordable housing.

Pinnacle President/CEO John Lang told the Council that although it has been almost a year since the voter approved Adams Preserve measure passed, the company has “been rather quiet... we didn’t want to be in the way of Limoneira’s East Area 1 project and not confuse the issues.”Measure Y brought the canyon into the city’s urban development boundary and allowed the construction of custom home sites, open space and a golf course. Although now allowed up to 475 custom home sites, Lang said the company has been paying “great attention” to environmental and earthquake fault studies, and the number of home sites could ultimately be less.So far about 275 home site locations have been “handpicked,” and up to 100 “villa sites” selected, Lang noted. “It’s taking longer than we anticipated, and we’ll probably wind up with” 425 home sites, “less than what we anticipated and what the measure called for.”Pinnacle has been working with the city and others on water issues, including reclaimed water that would be used for the golf course. Acclaimed golf course designer Tom Weiskopf has visited the site and staked the golf course that Lang said could now be envisioned from “tee to green.”Lang expects that the submittal for the project will occur in the third quarter of this year, and construction launched a year later. “We’re also finalizing a vision booklet,” the draft of which Lang distributed to the Council.
