The Ventura County Taxpayer’s Association is endorsing Measure E6, the Fagan Canyon Approval Initiative, which will be on the June 6 ballot.
The Ventura County Taxpayer’s Association is endorsing Measure E6, the Fagan Canyon Approval Initiative, which will be on the June 6 ballot. Don Facciano, president of VCTA, cites the over-$100 million in benefits to the City of Santa Paula and its existing residents -- without raising taxes -- as one of the reasons his group endorses Measure E6.“In addition to providing $6 million in up front funding so that roads can be improved today and tomorrow, Measure E6 will contractually obligate the developer of Fagan Canyon to provide $11 million for a new high school, $5 million for middle schools, and build two new elementary schools as well as fund more than $100 million to improve and build new police and fire stations, improve existing and build new parks, improve and build new water and sewer systems, improve libraries, and provide a site for the Future Farmers of America,” said Facciano “It’s rare for a plan like this, with so many benefits - at NO cost to taxpayers - to come along. Santa Paula voters should vote yes on Measure E6.”In addition to providing this money for Santa Paula at no cost to taxpayers, Measure E6 would add a new source of ongoing revenue to the City in the form of increased taxes paid by Fagan Canyon homeowners through new and higher assessed property rates and increased retail sales. An independent financial analysis of Fagan Canyon estimated that it would generate $12.3 million each year in just retail sales.“The City is currently considering all sorts of revenue raising measures to help it cover the costs of increases services and facilities from today’s population,” said Facciano. “Certainly, Measure E6 will help the City solve many of the financial challenges it faces today --- and tomorrow.”Added Santa Paula City Councilman Gabino Aguirre: “We are trying to solve some of the problems facing Santa Paula such as finding sorely needed funding for wastewater treatment and increased public safety services. However, it is difficult for the City to fund these projects without increasing taxes. If E6 is approved, it will allow us to move forward with these projects, and much more, with reduced financial impacts for Santa Paulans. From a taxpayer’s standpoint, this is a great project.”Measure E6 details a wide range of benefits and funding that Centex Homes will be legally obligated to provide. These benefits and funding programs include the following:HOMES FOR ALL SANTA PAULANS• Homes ranging from the $400,000s to over $1 million, with the bulk of homes being single-family detached residences priced at approximately $575,000 (in 2006 dollars).• 204 homes legally obligated to be reserved for sale or rental to low- and very low-income households and 121 homes to be reserved for sale or rental to moderate-income households earning from $40,000 to $60,000 a year.• 225 “age targeted” homes for people ages 55 years and better.• Priority sales notification for Santa Paulans, so that residents will be given notice of all home sales in the canyon BEFORE they are offered to the general public.
