Tuesday: Council/Planning Commission to consider East Gateway Project

The City Council and Planning Commission will have a rare joint meeting Tuesday to consider taking the steps to annexation and eventual development of East Area 2/East Gateway Project.

Due to the Dr. Martin Luther King observance holiday, the meeting will be held Tuesday, January 22 at 6:30 p.m. at City Hall Council Chambers. The session will be broadcast live on Time Warner Cable Channel 10 and replayed per schedule. The meeting will also be live-streamed on the city’s website and archived for viewing on demand.

The meeting will center almost exclusively on the so-called East Gateway Project within the 94.5-acre East Area 2 planning area. The 36.5-acre East Gateway Project - considered, according to the staff report, a “critical component” of East Area 2 vitality - is generally located south of Highway 126 and east of Hallock Drive. 

The specific plan for a portion of the property would permit a regional shopping center consisting of 360,000 square-feet of commercial, office and light industrial space on existing vacant land. The specific plan also establishes development and design standards, as well as a flexible framework of supportive circulation and infrastructure. 

The East Gateway also calls for the construction of on- and off-site improvements ranging from water conveyance, maintaining three irrigation wells along the southern boundary, sewer and storm water conveyance and detention. 

The joint body will be asked to approve a slew of documents to move the project forward: the final Environmental Impact Report, General Plan amendments, a water supply assessment, conditions of approval, pre-zoning, a development agreement and annexation of the property into the city. Approval of latter would trigger an application being filed with the Local Agency Formation Commission (LAFCo) to initiate annexation proceedings.
