Special Council meeting Thursday to address budget, goal setting

There will be a special meeting of the City Council Thursday to address goals and what funds just might be available to set same.

The council will also learn of a suggested policy to govern reporting on the General Fund reserve.

The April 28 meeting, according to Deputy City Clerk Peggy Higgins, will start at 6:30 p.m. at City Hall Council Chambers, 970 E. Ventura Street. It is not yet known if the special meeting will be broadcast live on Time Warner Cable Channel 10, but it will be available on a live stream for Internet watching on the city’s website, http://www.ci.santa-paula.ca.us/events_archives.htm. The meeting then will be archived online for later viewing.

City Manager Jaime Fontes told the council at the April 18 meeting that the upcoming special meeting would offer a “budget update, also goal setting session,” along with a discussion on policy for expenditures from the city’s General Fund reserve fund.

The city’s shaky budget looked better in November, when the council was told that in spite of a pared down and still tight budget it had about $1.2 million in the General Fund reserve, an amount expected to remain intact by the June 30 end of the fiscal year.

In January the council learned the reserve - which can be likened to a household savings account, with funds shifted out as needed and then replenished - was spent, and the city was facing a $1.8 million shortfall by the end of the fiscal year.
