Work underway: Concrete placed at Santa Paula’s new water recycling plant

By Peggy Kelly Santa Paula TimesAfter some fits and starts, concrete is being poured at the city’s new water recycling plant. The placement and rebar installation for the city’s new $58 million plant started this week, according to Special Projects Director Cliff Finley.“The first pour was Tuesday... they placed about 1,300 yards” that arrived on site, said Finley, in approximately 130 trucks. The new water recycling facility is located just south of the city’s existing plant on Corporation Street at the west side of the city.PERC/Alinda Capital Partners are the owners of Santa Paula Water, an entity created under the Design/Build/Operate/Finance process that the City Council selected in July. PERC has retained Layton Construction of Arizona/Utah for the plant, which must be fully operational by September 2010 to meet the state mandated December 2010 deadline.
The initial 25 trucks of concrete that arrived on the site had to be turned away when it was found the material did not match plan specifications. Also turned away was a representative of the concrete masonry union who was reported Tuesday to the Santa Paula Police as being unlawfully on the premises.According to SPPD Lieutenant Carlos Juarez, the man was gone when police responded to the scene. The City Council has ordered negotiations between labor unions and PERC/Alinda to resolve the issue of hiring local labor for the project, the largest in the city’s history.
